Hmm. It's Crumbling Vestige in reverse. I guess it is somewhat similar to the recent rare design "ETBT unless something" - in this case, the "something" being "unless you don't need the coloured mana this turn". It... yeah, it probably is pretty good. Rare might be sensible.
