I think two instances of corrupt would more likely have the player choose one or two creatures and distribute counters among them. This effect looks more like "Corrupt 2." I like the mechanic, though.
I agree "Corrupt, Corrupt" is screwed up, but "Corrupt 2" also has a very big problem, which is that they can simply put both counters on a 1/1. I was hoping someone would suggest better rules (limit -1/-1 to toughness? specify in comp rules they trigger separately?).
That doesn't seem like a big problem to me at all. It's just a sensible weakness for a rather powerful mechanic.
I don't think it's unreasonable to put 'Corrupt, Corrupt' and 'Corrupt 2' in the same set. 'Corrupt, Corrupt' would need to be Rare, though, because most people wouldn't know what the difference is...

OK, let's try the version with reminder text. I still think that's more like how people will expect. If you were expected to pile the tokens on one creature, I think it would be better if the rules just said "put two -1/-1 counters on a creature you control", but that loses some of the "spreading" flavour of corrupt.
