Is that clear? The idea is, you can turn another spell into another copy of Perfect Spark, if that helps you.
What if it was "Whenever you cast another instant or sorcery spell this turn, you may have that spell become a copy of this?" Might clear up possible confusion.
Mmm. The biggest question, for me, is whether or not I can pay
for all my other instants and sorceries, or if I have to pay full cost.

. If that's the case, this could get really gnarly. I'd expect this card to at least be a rare.
That's why I made my suggestion. To make it so that you would still have to pay that spell's original cost.
