What could this be in the storyline? The more extreme and immoral side of the revolt?

Or just a character taking advantage of all the chaos?

Does it have to be extreme or amoral? It could simply be a pair of rebels willing to do whatever it takes to bring about revolution. They're so daring stealing resources that they risk the revolution's continual existence each time they do it.

It'd be nice to have a sympathetic BR character to oppose a villainous UW-based regime.

I guess my brain was going more along the lines of Jack from Mass Effect 2. Not really good or bad. Heck, softies when it really comes to it. But after a rough life in the slums and wastes, if you are going to get in my way (possibly reconnaissance "gatherers" for one side, then the other) well up yours!

So, pretty close Inanimate's idea, but not quite.

I also sort of have this vision that most of the BR renown guys come from some sort of barren wastes outside of city boarders. There is a lot of art online for that if that is ever a creative restraint.

I think Renown is split into two camps - rebels and renegades (BR) and outlaws in the outlands (GR).
