Top down mind control variant with super awkward phrasing
And the mind controlled creature gets a vote too. Extra swingy. Since it's already going back and forth, why not make it multiplayer friendly? Either way, I recommend making it an upkeep trigger rather than a static effect, since that'll help with the phrasing. "At the beginning of each upkeep, choose a player who controls the most creatures or is tied for the most. That player gains control of enchanted creature."
This is very weird. The deck wasn't designed to take advantage of this card. But it seemed appropriately impactful and costed. Backfire is very possible in this set though with many creatures making other creatures.
I both had this win me a game and also be so dead in my hand that I looted it away. This feels about in the right place.
Is there anyway we can have this not count the creature its enchanting?
I am not sure it needs that debuff. It's easier to keep if it counts itself. It doesn't work enough of the time that I would consider that condition

I don't think we can have a static effect dependent on it's own outcome. Wouldn't layers make it determine it's outcome without being able to "see" any control changing effects?
We could make it trigger whenever a creature entered or left the battlefield (and then probably ignore when a player gains control of a creature or when something turns into a creature) If we don't want unneccisary triggers anoying MtGO players it would need an intervening if.
How do you feel about only entering? "When ~ or a creature ETBs under a players control, if that player controls more creatures than any other player and does not control enchanted creature, that player gains control of enchanted creature"
Or a simplified "When ~ or a creature ETBs, if a player controls more creatures than any other player, that player gains control of enchanted creature"
Or

Wording based on Frenzied Fugue and Wild Mammoth, since that's the natural precedent.
