Since the first ability is so much more powerful than the second one, I'd personally pack this card in a mono-white deck. If I was drafting mono black... maybe I'd play this... depends on how many evasive creatures I have, and if I think I can get one good swing in before the invariable creature removal two for ones me.
I like the balance that these two abilities represent, and if this was a common, I would have suggested upping adding a +1/+1 counter to ... where it would be relevant but not step on the black ability. But, I suppose we expect a certain oompf from the uncommon slot. Still, since this card is strictly better than Daily Regimen, you may want to think about it.
Yeah, I'm kinda sad that the black part can't be better (I could have gone with ": +2/+2 until EOT", though). But, as with the colors itself, one is usually better than another at something, so it's just natural. The mirror is still well represented.
