I wanted to make it "target player's library," but that seemed to oppressive at one creature and crappy at two.

You could allow three player to put it on the bottom of his our her library instead of into the graveyard. Then again, this wording does enable some graveyard shenanigans, and it's similar to Jace, the Living Guildpact's first ability.

I was going to say that weakens the ability, but in some cases it makes it stronger. I'm not sure what is better.

This seems fine as is. Getting the card selection from Thassa, God of the Sea is reasonable as the minor half of this. Darksteel Pendant was occasionally playable, and the top half of this is basically that (assuming you have at least one creature that's not attacking each turn).
