Um. I guess Polymorph suggests this can be fair? But cmc4 for a 15/15 is... maybe something to keep an eye on.
I don't think this is actually fair at all. Even in Limited it can be whatever unplayable Scaled Wurm or Colossus of Akros you didn't want to play in your deck. Bypassing mana costs normally requires a bit more of a hoop to jump through than this.
If I raised the rarity to Mythic and upped the cost, would it ever be fair?
We might be dealing with an Ring of Ma'rûf problem here. By the time you've jumped through so many hoops to get the card you want, there's only a small number of cards that could possibly be worth all the effort. So why not just put that card in your deck, instead of this one?
Maybe if this called out a specific casting cost? For example, if this card cost 7, but could only fetch a creature with a converted mana cost of 4 or less... I'm not sure if it's on the right track, but at least it's heading to the right station.

Aha. That is a lot saner. Still spectacularly good; I'm inclined to agree with jmg that this should refer to a lower CMC than its own, either costing 5 and cloning at 4 or costing 4 and cloning at 3.
Either way this is utterly awesome now. Brainsplosion with the possibilities, but it's not so stupidly better than Living Wish now.
