Similar to previous comments - currently this is strictly worse than Merfolk Looter.

Agreed, although I'm pretty okay with that. Cards like Research Assistant indicate how WotC feel about the power level of recurring looting in the present-day, so if anything I feel like I'm pushing the power envelope a little here.

And if I'm wrong that's fine, I can push it a little later. Would rather let this sort of stuff iron itself out through playtesting.
