And "If you don't block me, then I snipe a creature" - it's a colour shift of Necrite.
Couple of ways I could go here - an unreliable way to bottle up a creature (and hey, Bottle of Suleiman is wonderful flavour here)
Or I could have a "If you don't block me, I draw cards". But that's been done.
So here we go, unreliable exiling - suck the big creatures inside the bottle, and hope it doesn't explode.
Given how VERY unreliable it is, it could probably cost less - but I'll sticking with the source costs. Hmm, thinking again - the source cost is so very high because you can manipulate multiple activations and potentially draw a LOT of cards. That won't work here, at best you can use it to mass flicker. So yeah, downcosting it slightly.
Nice! Potentially pretty strong. In fact, actually, I think Wizards wouldn't print this with the costs this low because they don't like random effects being tournament-playable (because Spikes don't like having the result of a tournament decided by randomness as obvious as a coin-flip).
