Whelp, I guess I'm making a mana-maker of some kind.

Did I already name a card Mana Whelp? Nope? Grand.

So there we go - it's a little dragon that breathes spiky crystals. It's not very good and they're easy to dodge. But if they do, you can go collect them yourself.

And you can use it on yourself, if you're desperate for the mana washing and want to be sure. Possibly should be target opponent only; that would fix the pie up.

Could possibly be 2 damage? That was my initial intuition - but I'd rather make sure it can be a 2-drop, because early is when you need the washing the most.

Plausibly common? But a bit too niche; and a bit too pie stretching. Pushing to uncommon.

Reminds me of Rhystic Cave. Which was notoriously unreliable as a mana source. Except this is even easier for the opponent to stop you getting the mana! This is basically Tormented Soul.

The targeting doesn't quite work. You can always target yourself and say "Hmm, I choose not to take one damage, and to gain mana instead." Wait, it's wash, not even gain?

Yeah; it's a Prodigal Pyromancer that opponents can choose to prevent by allowing you to wash mana instead. You're right though; powering it back up to my initial thought.

It's not Prodigal Pyromancer though, it only hits players; most of the strength in pingers is in the ability to normally hit creatures.

Now it's reminiscent of... Dwarven Driller. I think this could easily be pure mana gain rather than wash. It rather hurts that if the opponent does pay, you're down a mana for the turn.

Yeah; but "{t}: Deal 2 damage to target player" is a bit pricier.

Exuberant Firestoker is pretty close to what you're proposing, and is upcosted and limited.

Thing is, it's reliable. You can definitely use it as acceleration, and maybe player-burn too. The proposal here would be acceleration when that's not what you need, and player-burn when that's not what you need. People always underestimate the power of giving the opponent the choice.

That said - sure, this is just a 2-drop, so it doesn't have to have an astounding ability.
