Intriguing twist on reclaim, but I don't think the one extra colourless mana is worth it. Make it bigger and splashier; this is a rare, after all.

Basically makes it a counterspell that costs
if you reclaim after casting.
When successful at countering a spell, it is effectively a Counterspell except that you can't play it on turn 2 due to its CMC of 4.
I had to rework this following the change to how Reclaim works as, if played on an opponent's turn, the replacement effect was now useless.
See also Rewind. Which was all right, good in certain control decks, but not outstanding.

No longer a reclaim card, now "steals" the opponent's mana from their spell.
Mana Drain! Minus the ability to use the mana on anything important.
Oh, and by the way, Scattering Stroke.
Lets try this, it is now a blend of Rewind and Mana Drain in that you get its casting coast back a-la Rewind but not until your next main phase a-la mana Drain.
This is proving a tough one to balance without just reprinting something else. Hopefully we are getting close.
Rewind I remember being terrifying with a variety of stuff, now including plain old Boros Garrison. This one, not so much - but it's still nice. And blue often finds itself hurting for mana, especially when it is intending to hold lands back for counterspells. So I like it.
