I always feel like I have trouble designing commons, but now that I'm supposed to be making uncommons, I feel like all I can make is things that feel common.

The idea of this presumably being that it's an Impulse variant that properly draws the card for Enlighten?

Ah, yes. I was actually thinking of Ponder and Preordain. I suppose this could probably be an instant.

It doesn't need to be. Impulse is very strong. This seems just about right.

Yes, Impulse is a lot better than that kind of card needs to be. But this could go up to 5 cards if you want. At that point it reminds me of a cantrip Index.

Or Lim-Dûl's Vault / Diabolic Vision for that matter. Though, I don't really think the game needs a card that's almost strictly better than Diabolic Visions. That card is due for a repeat at some point. Probably would have seen one, too, if the core game didn't like gold cards.
