Adding fear to an Inner-Flame Acolyte. But in exchange, it can't target itself, which was the most common use case of the Acolyte. The haste here will usually not make any difference, as in order for it to matter you'd need to have cast another creature this turn, and then have 3 extra mana to cast this, by which time it's likely the other small creature has been outclassed by whatever the opponent's got. (In other words, it's not that exciting to give a 2-drop haste on turn 5, or a 3-drop haste on turn 6+.)
Er, did you take this down to a 2/2 for
with two upsides? I don't think that's a good plan. It should at least have "~ can't block" if you really want it to be a 2/2. (2/1 would perhaps make more sense.)
Fear isn't really good in an artifact theme set.
giving haste to all other creatures is only mildly good. It gives your opponents activated abilities before they attack
