Expensive way to draw a couple of cards; that you can potentially make very cheap by draining your artifacts.

And a big stompy creature, with rampage/bushido/whatever but no trample.

Well. "Charge breathing". What a nice simple ability. Kinda niche in most sets, and not even all that great with Energy Chambers. Making it +2 (like the elk) makes up for that slightly, but not much. Unlike mana, charge counters are very must less renewable.

We could make up for it by making this a big blue flyer, I guess?

Alternatives. A creature that lets you draw a card when blocked? Shockingly; doesn't appear to have been printed. And is a much more useful card. It's kinda like evasion, and kinda not.

Now. Is this simple enough for NWO? Possibly, possibly not - but it doesn't matter - repeatable card draw? Power level says that no WAY can that be common! Splash.. pretty splashy. Probably not rare though; after all, we've all seen card draw and "Block me at your peril" creatures many times before. (Heck, the source elk is one)

Cost... I'll drop a point off P/T and drop the cost one. Not blocking this is should be a viable (if risky, green has plenty of Giant Growth) choice, I feel. that also pushes it firmly down out of rare in my view. So uncommon. It's good card draw - green gets some of that now I think... but yeah; you want to be able to kill this some. Dropping toughness one too.

The big version could probably live; at a higher rarity (maybe as a blue flyer) but I think I like this one.

And the flavour just comes naturally from the name mash.

Oooh, it's a card drawing Vedalken Ghoul, aka reverse Slate Street Ruffian! I don't see how this can violate NWO, honestly.
