Ok, clearly we need a steppe pegasus. Steppe Lynx has a landfall pump, while steppe heart has a 'drop land, no attacky' thing.

So I need a Pegasus with some kind of land ability. I'm thinking some variation on Island Sanctuary maybe?

I want to put "Players cannot attack you unless you or they played a land since the start of your last turn" but ugh, that's way too many words for a flying horse to carry.

Flying and horsemanshp is temping; but nope.

I think I'll just settle in for ETB: Prot.

That seems vanilla enough, steppey enough and weenie enough for a small horse. And prot colour is kinda a bit like "That creature can't attack UEOT"

Heh. I like it. Normally it'll just be a Suntail Hawk, but it does make a very good blocker on the turn before it can attack, and it also means you're likely to not have it removed before you can attack with it.

This effect might be better on something with more than 1 power, actually, so you're more looking forward to attacking with it. How about 2/1 or 2/2 for {2}{w}? "Wild Griffin with a minor benefit" has been printed a few times already.

As an alternative, you could consider "target creature gains prot colour UEOT".

Some times you just wanna make a weenie, ya-know? Pegasi are 1/1+flying+something; stormfront already did +power as its something; so I wanted to swap in something from the steppes.

You're right, this feels like only a small bonus. But it's sometimes a really nice chump blocker and you can always hope for some really big equipment. Protecting something else UEOT... would kinda seem like carrying someone else to battle; I guess. That's got design space.
