Well, that's quite an obvious rider ability - untap whenever someone discards. Just on its own, that's a weaker version of vigilance.

But if you can trigger it itself, it seems like it's part of any number of infinite combos - so maybe that's enough.

Let's at least give it SOME built in tap ability though; even if it's a bad one. How about the Orcish spy ability, we've not seen that in a while. Punishing discard is mostly black-hate; and the other two abilities are more blue than white. Ability is kinda weak most of the time, so a cheap little critter seem reasonable.
