On the flavour side: It's the "so holy it burns" feeling. Think Old Testament divine presence, angels that blind you simply by being in your presence, and anyone who touches the Ark of the Covenant disintegrates.
On the mechanical side: This seems like quite a bleed... until you remember Divine Verdict, Smite, Rebuke and so on. From that angle, given this is Planar Chaos II, I think this is fine.
I can dig this. I think I'd keep it to just Planar Chaos sets, and maybe the occasional rare. That said, white does make a good third place to stick deathtouch. There's a very 'Raguel, Angel of Vengeance' thing going on here.
