See Challenge # 092. If we're doing Return to Lorwyn, one of the natural ways to revisit it is to allow tribal effects in tribes other than the eight that existed in Lorwyn. Of course, it'd need to be for a creature that existed on the plane of Lorwyn, but there are plenty of those alluded to in flavour text; they just didn't get any cards. The one in-between is Goat, because that was mentioned in rules text - Goatnapper - but the only Goats in the miniblock were Changelings. (Amusingly, Eventide brought Springjack Shepherd and Springjack Pasture, to give Goatnapper something to nap, which will pretty much always be much worse than any Changeling on the table.)
So anyway, I thought this card ought to be Goat tribal. In order to fit into a duel deck, I think the card ought to still do something when it's the only Goat you draw. (I can't imagine many duel decks including a large number of Goats!... although given this is a Lorwyn-themed pair of duel decks, one of them can happily have some Changelings to trigger this.)
This is the kind of duel-deck-preview card that's like Goblin Electromancer. It confirms what most people would expect the return set to be like, offering the tiniest smidgen of innovation, while being mainly just a workhorse common.
