For Challenge # 087

An uncommon version of Spire Barrage, because it's an iconic spell. Is it too good, what would you tweak it to?

I find it hard to tell apart the red planeswalkers, but I did my best to pick out something that felt Koth-y.

Should probably be a "Choose one or both". I know the result is longer, but it's more natural.

I don't see a real need to use 'up to' here. I don't feel a real need to obsolete Spire Barrage if it isn't necessary.

Hm. I don't like spells which don't do quite what you expect, I don't think it's a significant downside, but I think it makes feel-bad moments. However, I think that's better than the current version so we'll use that for now.

Edit: I was tempted to make it "to target permanent and its controller" so you can hit a planeswalker and a player, and I think that would be a very cool thing for Koth to do, but I don't think this is the place to play with that.
