Mmmm. This is the kind of design that demonstrates why Mirror of Fate / Riftsweeper are a bad idea. This would actually be pretty fair if it weren't for cards that can get it back from exile.
"Really freaking remove it from the game forever" You know you need it. (Although it's still a sorcery you can search for the first time, and annoying enough.)
Put it in the Command Zone?
ROFL! Yeah, they probably shouldn't print that, but the command zone works as a "Really freaking remove it from the game forever" zone :)
Unless it's a commander, then it can come back from there. Or an emblem, in which case it stays there but has an effect.
And I could still wish for this from outside the game completely :)
