This is.. probably too much mana acceleration for white; really. It is reasonably hard to make it truly ridiculous but getting LOTS of mana is usually green's thing. It kinda worked on Rend Essence, as there it was a side-swipe of the real use of the card, would often go to waste; or pressure you to hold off on casting it until it would be useful.
Here.. this is just a super llanowar elf that needs a bit of setting up.
This should probably be green, which gets Elemental Resonance. It's slightly reminiscent of Charmed Pendant, or perhaps Bloom Tender. There's also no way it should be common - even Nantuko Elder / Greenweaver Druid are uncommon. As a green uncommon this would be fine and interesting.
white + black = green, right?
Makes the flavourtext more fitting, too. I guess if green can gain life from enchantments, it can gain mana instead.
Rather awesome acceleration with, say Overgrowth though.
It does a variety of interesting things; one of them is something like "The next enchantment you cast this turn is free".
