Probably should be rare. Potentially interestingly abusable, but normally just "It's a copy of a stompy creature on the attack"

I like lifetap. I wonder why that sort of card is gone now?

They do still print hosers in Core Sets, just not usually enchantments. EG M12 had Celestial Purge, Flashfreeze, Deathmark, Combust and Autumn's Veil. Other core set colour-hosers since M10 have included Lightwielder Paladin, Ignite Disorder, Mold Adder and Great Sable Stag.

I think Lifetap is an unfortunate side effect of the "We don't hose people for playing all basic lands of one type anymore, because playing all basic lands of one type is fun, and we don't want to harsh on fun" principle. Lifetap is a pretty innocuous victim of this principle, though. Nobody feels cheated when an opponent gains some life for the islands I'm actively tapping. It's good, but it's not 'this isn't fun' good.

Personally, I'd like to see more hosers in the core set that benefitted the spellcaster, instead of harshed the person being hosed. Maybe not hurting the basic-land-of-one-type players, but some cheap, opponent only, triple lucky charms seem like fun.
