A cross between Remand and Ertai's Meddling. I think this could cost because it's usually quite marginal, but I put it at because that cost hadn't been used yet.
Obviously you don't usually gain much from this, but blue loves cantrips. It's usually worse than Remand because they get the spell sooner and don't have to pay for it. But it pays for itself in the few hilarious times you can (a.) counter overrun or another really expensive combat trick, and have it be played when it's useless (b.) counter a removal spell, then trade one of your creatures away and make them target their own creature (c.) counter a haste creature :)
You know, this is really strong for being so weak. I mean, people used to play Flash Counter to stop Counterspell, and this is that, except it also includes "Draw a card". Obviously, it won't do anything to Lightning Bolt or Doom Blade when it isn't used as a combat trick, so it's not Flash Counter... but I wonder if RL Development would bump the card to . I'd consider that the 'real' casting cost of Remand, anyway.
