Wow, this looks so perfectly like a black card that it's hard to remember it used to be blue.

Mmm, it was only blue because of the tie in to tidal; I guess. It's Giant Growth coupled to decay - plainly {b} or {g/b} . How odd.

I think in early MtG flavour, "mutation" was a very blue thing. It's mostly moved to green now, but the blue flavour was revisited in Planar Chaos with Erratic Mutation.
