Rhythm-lord and all around disgusting mythic. Probably a too much better than Consecrated Sphinx, but it's a rough draft.
Of course, it's important to note that the card draw isn't a "may", so you can easily mill yourself out.

Bwahahaha! Or in fact, I could even say Lolwut? That's pretty hilarious. When this hits the board, the opponent definitely starts trying to tap all their permanents as many times as possible, because that's now their only hope.
