I don't think "planesalkwer equipment" quite deserves its own permanent type, but I think it could do from flavour grounds.
I don't think there's enough design space in it either, but I could be wrong.
I'm not sure if planequipment should give a loyalty boost, or if so, how to word it. It makes sense as a default, like how most creature equipment gives a little P or T boost, plus another effect. But I'm not sure how to word it. I think, ideally, it would give a static boost to the planeswalker loyalty, perhaps "add 2 counters when this is attached, remove 2 when it becomes unnatached", but that seems fiddly.

I wasn't sure what effects would be safe to put on a planeswalker. I decided "two negative loyalty effects" was safe, since it'll still run out of counters. I thought about adding another loyalty ability, but I thought it might be degenerate with a planeswalker with much loyalty or a very powerful ultimate.
