I think I like this for being the events of Starfall. I would be willing to make Starfall not hit lands.
Wording may be a problem, since Starfall is no longer a verb as of this reminder text.
Weird that a Preservationist Chimist is actually better at destruction than preservation.
Also turn two mass-LD.
Triggering each upkeep seems a real issue with the mechanic, it seems much more crazy in multiplayer, though it already is crazy in 1-v-1.
I did not consider there being a lack of of Starfall counters when this drops. That was a definite oversight on my part.

Whenever you cast an enchantment begin Starfall (If there are no Starfall counters, create five Starfall counters. Otherwise, add a Starfall counter. One Starfall counter is removed each upkeep. When the last Starfall counter is removed, destroy two of each permanent type at random).
Starfall does seem to be oriented around "Play a card to get one, next turn it goes away; play another card to get one; everything goes boom forever". Preferably prefixed by getting something indestructible in play first, though just playing a weenie deck is likely to work well too.
What's your aim of the mechanic; if not that? We can suggest umpteen billion different options, but if we don't know what you're trying to acheive they're unlikely to be helpful ones.
I riffed upon Starfall a few weeks ago with Ominous Thunder and imagined a similar system, so I'd suggest setting a starting amount of counters, yes.
