Is the activated ability meant to be "{t}: ~ phases out", as on Crystal Golem?

Although, technically, I'm not sure it actually hoses Krovikan Sorcerer itself: because its abilities' costs don't include "discard a card" precisely as written... Perhaps an alternate wording for a similar effect might be "Players can't discard cards to pay costs [of activated abilities]"?
