This is still Shock++. Which isn't something blue gets to do... While blue certainly gets to do the second half; the first half - not so much.

Technically, it’s weaker (albeit cheaper) griptide. The very most this card can ever do is griptide

The set I’m working on had thematic reasons why blue needs to be able to do damage, this was a workaround to allow it to do so without tipping the balance of colour-pie.

It’s essentially the same as “Put target creature with toughness 2 or less on top of its owner’s library.” Except you can damage creatures first to make them more susceptible.

­Griptide is for a very good reason kinda high-cost. This costing more and dealing more damage I could see in a set that really wants the blue damage, but at too low a cost the effect is just so annoying.
