I like the concept, but I'm a bit uneasy on the cmc to p/t ratio. I tend to overeact to power scaling though.

The name implies legendary.

AS legendary this reminds me of Gadrak, the Crown-Scourge but less interesting.

The lower p/t on the Dragon make it seem more reasonable to me, too.

Both as something that you might be able to attack into with a sizable green common and something that can be removed by way of toughness it fits the three-mana slot better.
