Is this card based on a character? I'm struggling to see how the abilities go together.

Going through old card designs, I found two from Harrenswhich referencing someone named Ferd: Ferd's Ordinance and Ferd's Tax. I drew this card's abilities from both of those cards. The name is how I forgot about this character.
