It probably can't survive as Restock-on-a-stick, but as a first draft...

Restock plus a 3/3, for 2CDE? Doesn't sound completely implausible. Might need to be rare.

I think the biggest strike against as-is at any rarity is that, like Eternal Witness, it's easily recurrable. I could make a mess of the text box and add "If you do, exile CARDNAME", but that seems... unfortunate.
