Nah. On previous form, they'll notice that it's not legal to target mana. Mountains will become:

At first I missed the "if there are no charge counters" line and thought this was an interesting storage land. Easier to charge up than Calciform Pools but only making colourless. Wait, Mage-Ring Network is a thing? Hm, I'd forgotten that. Anyway, then I noticed the "no charge counters" clause, and I can't really see the point in this card now. I mean, I guess you can use it for things that want to eat counters like Chisei, Heart of the Ocean or Power Conduit, but 99% of the time this will just work the same as a land with "T: Add C".
Well I imagine this might show up in a set with proliferate. If you prolif before tapping the land, it's a sol land for that turn.
Additionally there are a lot of ways to give a land the ability to tap for mana. It pairs well with Urborg, tomb of yawgmoth, effects like gift of paradise or dryad of the ilysian grove. Any of these effects with this land out will give you one more mana than you usually would get.
Additionally, if you plan on sending your lands into battle, such as with nissa, vital force, then you may attack with impunity knowing it will not put you down any mana
