Playtest shows repeatable scry being unsurprisingly very very useful. OTOH, if you can repeatably attack in the air, you're probably being successful anyway. Too strong?
(And, if repeatable scrying is too intrusive into the game. But there's a mini-theme of that along with the Gunnarsons, who let you combine them, and use them to pump.)
Scry as a theme is I think fine. The baseline for repeatable scry is Crystal Ball from M11, which is very good. This is more expensive, but a 2/2 flyer is quite an improvement on an inert artifact. Might want to be 2/1, 1/2, or 3UU.
Agree with Alex, think this needs to cost either 1 more mana or change the p/t, scry 2 is really good every turn, i think if you want to make it cost 4 mana, you could make it cost 2UU and be uncommon, same p/t, or maybe something cheaper with scry 1.
