Yowsers. Even the simplest use of this is "Every turn, all my creatures get a permanent +3/+3".
So niiiice legend. Very dreamable. Singularly focussed (with a side order of graveyard hate, if you need it). Not really so sure on the flavour though - powering up by banishing the dead?

Most minotaurs have a toughness of 3. So typically, this will dish out 3 +1/+1 tokens onto all the minotaurs you have in play. Which will be all the creatures you put into a deck with it, because why would you run this alongside elves? And why wouldn't they be attacking?
You can also target an opponents graveyard with it to get rid of something you really hate, which might be an interesting trick in some sets. The opportunity cost of that is high, though.
The flavor is supposed to be powering up by eating the dead, actually. I did struggle a bit with getting that across, though... now that I've slept on it, maybe this works better?
Seems rather restrictive to require both exiling a Minotaur, and only putting the counters on Minotaurs. Personally, I'd choose one of those to be any creature, to prevent this card from going into exactly one deck.

Eh; it's a rare. It's allowed to be hyperfocussed. As a build-around uncommon; I would agree. But it isn't.
