Wait, so a strictly better version of both Mana Tithe and Force Spike with an additional positive ability on top of all that? I would prolly except this to have a CMC of 3 or at least 2, where it would still highly compete with Mana Leak.

No, it's worse than Force Spike. This spell costs more but their next spell costs less. However, in any reasonable situation you don't cast a taxing counterspell unless your opponent is out of mana, so the downside will never matter

Well, the second ability can be a sort of an upside. Re-read it as "Discard a card with CMC 0/1 to add {2}/{1}"

I guess the only case where it's a downside is when the opponent only has 1 mana up; because then they have 3 for the next spell.

Yup. You could also combo it with a spell that can’t be countered for an extra mana. But I mean, you’re wasting this card on a pretty weak ritual, then.
