... I want to write "Natural selection on a hastestick". This would be crazy.

Is that a problem at cost 6? As a one-off it's not; but it's near the top of what you can do for that cost. But repeatable, that's pushing it.

But eh; it's only pushing it - let's make it 7 mana and it's fine. Ridiculous; but fine.

Mono-blue haste, huh. Looks inspired by Arcanis the Omnipotent more than anything (maybe Mahamoti Djinn). Maybe that was subconscious given he and Kamahl both appeared on 10th edition?
