I like to start such abilities with "As you scry" to make it easier to process. You want to know that something works (only) at a specific time as early as possible to better evaluate the circumstances of the effect.

This certainly qualifies as a great chance for incredible value. Imagine this with a bunch of those Theros-cards with scry 1 potentially chaining into each other.

Fits very well into use-it-or-lose-it red philosophy as well as blue card advantage, so this is a very cool card to put into the scry colors.

So, "As you scry, you may cast the cards you're scrying?" It just feels awkward to me that way around.

As you scry, you may cast the scried cards that you scry, as you scry them. If you do scry in this way, then the word 'scry' ceases to sound meaningful. Scry.
