How about "[0] can be paid by tapping a creature with power 0 or greater."

Or do you want "exactly 0"?

The format you use is so close to classical activated abilities that it seems like the way to go.

Btw, I really wouldn't mind to have keywords for common restrictions on activated abilities e. g. "Sorcerous - Cost: Effect." or "Cooldown" for abilities you can activated only once each turn.
