This is encroach in simic, but it cantrips and you can hit the top card if you need to; and it hits basics.

Just feels out of colour. Maybe if this was GB? And they drew a card if you pulled one from their hand?

Oooh; this is pretty harsh early on. Most discards are non-land for a reason.

This forces them to discard, and gets you a land, and cantrips. That's a lot of upside for two mana.
