Uh, it came from the moor having "Cycling" but pretty much, yes. This would actually be a storage or a charge counter. Probably charge nowadays, to make it very clear that I expect you to find ways to put more counters on.

yeah this could use charge counters, but wizardss does print things which give weird counters for weird effects. This being less mainstream is probably balanced too, however this will go in a lot of proliferate decks... if those see play i cant say.
