It's kind of worse than Dispense Justice, though it is hybrid, so I don't know...

I think this is now fine. It's the "baseline" version of Dispense Justice / Wing Shards.

I'm not sure if this works with Terhan, False Prophet or not. If they sac their less-favourite creatures to this, then... his -2 will still be able to destroy their most-favourite creatures just like it could before. So maybe not.

The way it's worded is a little different too. This is worded so that it could be played at any point from when attackers are declared until the end of the turn, where Dispense Justice and the like can only be played during the combat phase.
