This is a Johnny-Combo player dream. The round I play this, expect me to cast Tidings three or four times, followed by three Opportunitys, followed by Reminisce, followed by oh, I don't know, a 40 point Banefire should do fine.

For what it's worth, I really like the idea behind this card. It's just beyond broken the way it is printed. Perhaps this would work better as an artifact with some sort of tap ability? I'm sure that would be broken too, though. If you're drawing 30 cards in a turn, what does it matter if you have to cast 6 Twiddle variants?

Yeah, you're being overcomplex when you would actually just say "Oh, this is a Channel variant? The second part of that combo is Fireball" - so gut reaction is that this is more dangerous than Channel and so should be even more banned than it :)

But. Having said that? This has two downsides that actually make this not quite as bad. The first is that you cannot play it on the first turn; you have to have played a legend. The second is that you can't make mana any other way; so you'll mill yourself out. Given Channel's downside was 'and you kill yourself' I don't think we can rank that as very useful - but the first one is potentially interesting. At some point in the game, dropping this, followed by a ridiculous bomb, is perfectly fine. Is "Turn 3 and I played a legend already" too early? Maybe. Maybe not.

The IDEA of the card, mill-for-mana, is certainly a fun one. Just maybe needs tuning for balance.

@Vitenka: You're conflating Legendary Enchantments with Legendary Sorceries. You don't need to have a Legend in play to cast a Legendary Enchantment. Or, at least you didn't for Night of Souls' Betrayal or Honden of Life's Web.

Oh. I did indeed get confused by that. Ok, way too cheap then.

I love the idea, but I agree this is probably super broken. In fact, it's probably MORE broken than "add 40 mana to your mana pool" because if your combo can be assembled out of cast-from-your-graveyard cards you get it for free as soon as you cast this. I don't know if there's any way to balance cards like this, because if they're usable at all, the drawback usually doesn't matter.
