This is supposed to be big and splashy, but I'm not sure of the exact boost it should give?

Civic Order, a wrath variant

We've seen this on a few cards, but not often just by itself. I don't know if this works, it may be too abusable in a weenie deck, but I liked the idea of a wrath which dealt with most problematic creatures, but had a bonus if you were behind and had the right sort of deck.

I wasn't sure if this should be "attacking" or "attacking or blocking", but either way it seemed like a promising use of "remove from combat" that was hopefully less confusing than it often is.

How to capture conflicted loyalties of an endless civil war?
Also, how come this effect hasn't been printed more? Is it because "must attack" is usually better? Or because it's too good for R to be able to permanently remove a big blocker?

A variant on the mechanic on Eshadol Conscript. In some ways this is like kicker, it may be too boring that the two modes are so similar. And that in a red deck this is nearly always lightning-bolt. But I liked the trade-off that you can play this in a mono deck or a multicolour deck, but the more red you are, the earlier in the game it's likely to "turn on".

I'm not sure of the right cost/bonus/size trade-off here, it would be different at common or rare. But I was pleased to finally think of an ability that fit with the flavour but also made Eshadol stand out more than "people at war" (which is every magic set :))
Thank you! I thought of it as a combination of blue's "can't attack unless" serpents, and illusion creatures which bounce to hand.
I agree, it's probably not broad enough to be a keyword, though if I remove that I may need to find another way to get the "doesn't want to be seen" flavour, I'm not sure it comes across.
Come to think of it, maybe it should just be "can't attack if defending player controls an untapped creature" (or controls two untapped creatures)?

This has to be sold on the art, of someone leaping too high or tripping off a bridge, and floating into the dark between Isles, gasping for breath...
It's probably has too much extra text that doesn't matter, but I liked the idea of a reverse "-1/-1 and loses flying" (which I thought was a standard heavy-weight-curse themed card but can't find it now).

Oops! Yes, it's basically exactly the same but costs twice as much and has half the toughness. Apparently I always undercost defenders. Oh well, functional reprints are always ok.
And I didn't bother with defender as it seemed redundant but I suppose it would be odd without it. Alternative, I could add a point of power or two, although that would make the card a lot different.
I thought the difficulty with the bottom card might be people picking the deck up too far and seeing the second-bottom card. But I guess there are some "bottom card of library" cards already so it's hopefully ok.
I know what you mean about creatures. I originally wrote "blue creatures", but I didn't want to make cards that lock you into a specific deck. And I like the idea of "fish", but then it would probably end up being a niche tribal card, which might be ok but isn't what I started with.
