Do you mean better than, worse than, or simply stating that the p/t are off? I know it's plus more, minus less, but I more often saw Auger Spree used as removal than pump, so it's a trade off - less removal option, more pump.

Blue doesn't normally get this kind of effect. Planar Chaos is not good precedent.

Looks pretty bad. Compare with Melt Terrain or Poison the Well. How about turning this into a reprint of Scorch the Fields or Devastate?
Looks quite sad compared to Into the Maw of Hell. I guess this can hit players, but... perhaps this could be 3 or 4 damage?
