I think I meant that it looked odd. You're right that +N/-N effects are almost always used as removal though. For the pump to be a reasonable option the power boost does need to be more than the toughness reduction. (Riot Spikes got used both ways round.)

Um?! A Rune Snag that cantrips? That's crazy good. Cryptic Command was most often used in its Dismiss mode. I think this needs to be 3 mana. Compare with Mana Leak and remember how much control players love drawing cards!

Not quite. Planar Chaos was to stay within the "crust" of the colour pie, but not the "mantle", to use Maro's confusing terminology. It was exploring things that the colours could do in an alternate universe. There's a reason we don't see black getting tappers like Rathi Trapper, or red getting bounce like Stingscourger, or red getting reach like Needlepeak Spider.
It's the most colour-bleeding set in Magic's history, and is explicitly stated to not count as "precedent" for an effect being present in a colour unless the card gets reprinted elsewhere. (Which has happened in a number of cases. Mesa Enchantress and Prodigal Pyromancer replaced their original versions. Red gets more trample now and green gets more haste now.) But some things like black tapping, white countermagic, red bounce, and blue discard are not within the normal colour pie.

Er. Is this really meant to give -0/-2? That makes this a kill spell like Disfigure, which green definitely shouldn't get.

Peek indicates the ability and cost here are fine. But I can't see why this would be uncommon.

I was wondering about mentioning Runeboggle. I think a strict improvement on Runeboggle (counter-unless-pay , cantrip, ) would be okay. Maybe .
Heck: Arcane Denial is this and lets the guy you countered draw two! Force Void only Force Spikes and is a slow-trip. Bone to Ash and Exclude cost more and only hits creatures! Confound is this with another limitation; but low cost. Miscalculation is either half of this, not both. Remand unsummons instead of countering; so maybe that's an option? Spell Contortion is bonkers... Squelch is similar, and great.
