Looks overcosted. By about 4 mana. Compare with Mizzium Skin overloaded, which (i) is 3 mana cheaper, (ii) allows you to still target your stuff, (iii) allows you to still target your opponent's stuff, (iv) pumps your stuff's toughness, (v) is an instant, and (vi) can be cast just targeting 1 thing if you don't need to overload it.
An instant costing saying "All creatures gain shroud UEOT" would be reasonable, I think, if you wanted.
