Er. Is this really meant to give -0/-2? That makes this a kill spell like Disfigure, which green definitely shouldn't get.

This still isn't a green spell. In fact, it's not really an effect that would exist outside of multicolor. Blue's the only color that tends to get -X/-0 effects.
