You added "noncreature"? But that doesn't fix the issue with tokens... it just restricts it to artifacts/enchantments/planeswalkers. If you're intending to allow copying permanent spells, then allow it all. If you're not, then you need to say "instant or sorcery".
Formatting quibble! For counter addition, it should be phrased as "Put a +1/+1 counter on each creature you control." See for example Archangel of Thune.
Also, for the -4, this effect commonly includes the clause, "You may choose new targets for the copy." Otherwise, the copied spell will target the same thing (which could result in lots of fizzles, like double-targeting a Swords to Plowshares... first one resolves, target's exiled, second one has no valid target).
Wild Ricochet costing 1 more, but with a Blood Funnel option. Fair enough, I guess.
Oh, except that this can copy artifact/creature/planeswalker spells. Which obviously ought to produce a token, but the rules have so far steered clear of going there.

Well, there's no harm in letting someone copy an aura that can't enchant creatures, since this would then just fall off. But Wizards might very well add "whenever an Aura ETBS attached to a creature..."

Don't I need to make it enchant creature rather than aura due to auras that enchant other things? I think I changed it to what you suggested. The card's concept is simple, but I want to keep the wording down.
How about "whether another Aura ETBs, you may have ~ become a copy of that Aura and gain this ability." The gaining/keeping all of the abilities might get weird/break things... I'd have to comb the gatherer. At the very least it might be weird with bestow creatures.
